About the Commercial and Industrial Refrigeration Funding Program
This program aims to reduce high-global warming potential (GWP) emissions by incentivizing the adoption of climate-friendly, ultra-low-GWP (<10 GWP) refrigerant technologies in existing commercial and industrial refrigeration facilities.
Large-Format C&I Funding – CLOSED
The large-format portion of the program allocated $38.5 million of FRIP funding to support complete or partial replacements of large refrigeration systems containing over 50 pounds of high-GWP refrigerant in existing C&I facilities across California.
Project Status
The program’s application period has concluded and is no longer accepting applications. Applications were accepted during two windows: from October 2024 to January 2025, and from March 2025 to March 2026. Incentive amounts were determined by the size and scope of the replacement project, with larger incentives awarded to facilities located in priority communities, and to small or independent businesses.

Small-Format C&I Funding – COMING SOON
A new program is currently under development to accelerate the adoption of small-format ultra-low-GWP refrigerant technologies in California, specifically commercial and industrial refrigeration equipment containing less than 50 pounds of refrigerant.
Project Status
A request for information (RFI) to commercial and industrial equipment manufacturers was released on September 24, 2025 to support the development of the program. The comment period closed on October 15, 2025.
Information collected included details on available technologies, cost differences, and market barriers across different facility types like restaurants, food service, retail food, and public institutions.
The program is expected to launch late-2026. Subscribe to our mailing lists for updates.
Why Refrigeration?
Ultra-low-GWP refrigerants, including ammonia, carbon dioxide, propane, and hydrofluoroolefins (HFOs), are alternatives to high-GWP hydrofluorocarbons (HFCs) and other fluorinated refrigerants that are commonly used today. Many of these ultra-low-GWP refrigerants, particularly those in the natural refrigerant class, have a long history of use and are exempt from many refrigerant regulations. Investing in these “future-proof” and sustainable alternatives is an opportunity to disrupt the cycle of costly refrigerant transitions once and for all.
Transitioning existing facilities can be cost-prohibitive. By offsetting the cost of equipment, FRIP helps facility owners get ahead of regulatory requirements, meet environmental sustainability goals, and transform the market.
